If you dare to wear this design, you can knit it. I think this one's done by plain knitting. If you know how to add a pattern, you can do it with black thread, but if you don't, you can just cut some black felt in mouth shape and sew it on the hat. For the eyes, you can use felt pom poms and cut circles out of black felt and glue them on the pom poms.
